The 5th National Intercity Games of the People's Republic of China was held in Changsha, Hunan from October 18-27, 2003. Sports celebrities, members of the Sports Federation and Olympic Committee of Hong Kong, and the Hong Kong Sports Development Board formed the Organising Committee for the preparation of the HKSAR Delegation to the Games. The department provided secretariat support to deal with administrative and logistics arrangements.
A total of 129 athletes and officials took part in 13 events. Hong Kong won gold medals in cycling and tennis, and one bronze medal in windsurfing. Six athletes or teams broke their own records.
