Background
The Chief Executive announced in the 2015 Policy Address that the Government will commission a consultancy study on how to support disabled athletes and promote sports participation by people with disabilities (PWDs) in a more comprehensive manner. The Hong Kong Baptist University was engaged to conduct the “Consultancy Study on Sport for People with Disabilities in Hong Kong”. It is recommended that the Leisure and Cultural Services Department (LCSD) should launch a scheme in some of its venues for relevant organisations to make priority bookings for non-peak slots to organise sports activities such as training courses and inclusive activities suitable for PWDs. In response to the recommendations in the Consultancy Study, a Focus Group was set up, inviting relevant organisations of PWDs to work together to draw up the priority booking arrangements and facility enhancement proposals for the designated sports centres under the scheme. A detailed review was conducted after the completion of the pilot scheme in March 2019. The Focus Group suggested the implementation of the arrangements concerned on a long-term basis.
