The hirer shall comply with the following requirements for minimising noise emission from the activities. |

Noise emission from this kind of activity is governed by section 13 of the Noise Control Ordinance (Cap. 400). The hirer shall ensure that the noise level (measured in terms of Leq (15 min.)) from the activity should not be more than 10 dB(A) above the prevailing background noise level, as measured at one metre from the exterior building facade of the most affected noise sensitive receivers (such as domestic premises, schools, hospitals and hotels) during day time and evening, i.e. 7 a.m. to 11 p.m. As for night-time, i.e. 11 p.m. to 7 a.m. in the next morning, noise from the activity should not be audible within the nearby noise sensitive receivers. To ensure that the above requirement is complied with, the work relating to the activity including rehearsal, set up and tidying up of the venue shall not be carried out during night-time. The hirer shall also monitor the noises at the nearby noise sensitive receivers so as to control the amplifier output level. |

Moreover, the hirer should take the following measures to mitigate the impact of noises on the nearby noise sensitive receivers: |

(a) |
to orientate the stage in such a way as to point away from the nearby noise sensitive receivers; |

(b) |
to use a cluster of small power loudspeakers instead of a few large power loudspeakers; |
| |
(c) |
to use directional loudspeakers and orientate them in such a way as to point away from the nearby noise sensitive receivers; and |
| |
(d) |
to set up and publicise a complaint hotline so that residents living at the nearby noise sensitive receivers can lodge their complaints if the noise level is too high and the organiser can take appropriate action to minimise the noise accordingly. |
