Conflict of Interest

 

1. As public money is involved, the principles of openness and fairness must be observed when the subsidy, as well as sponsorships, are being used in acquiring goods or services for the approved activity. The applicant shall promulgate proper ethical guidelines in the form of an elaborate Code of Conduct advising on and requiring compliance by staff members and office-bearers with the principles, application procedures and venues of approval in order to avoid all situations where their private interests of past, present or future connection shall come into, is considered or likely perceived to be in real or potential conflict, with their official duties in the Organization. Any such person shall declare any such conflict in writing to the Organization. The applicant shall promptly report the same in writing to LCSD upon receipt of any such declaration.
   
2. The applicant shall ensure all staff members and office-bearers for their full compliance with the Code of Conduct of the Organization and shall prohibit staff members, office-bearers and all contractors / agents / sub-agents appointed by Organization from offering, soliciting or accepting any advantages as defined in the Prevention of Bribery Ordinance (Cap. 201).
   
3. The applicant shall allow the Commissioner of the Independent Commission Against Corruption (ICAC) or its authorized representative to examine the management and control procedures of the Organization in respect of the Subsidy Scheme and to follow any corruption prevention advice given by the ICAC.
