As a pilot scheme, the department is exploring the possibility of inviting the private sector to design, build, raise funds to finance and subsequently manage two projects on the provision of new leisure and cultural facilities for use by members of the public.

The expected advantages of the private sector involvement are: more provision of new leisure and cultural facilities without increased financial strain; more innovation in the management of facilities; a broadening of the range of services provided; and the creation of new business opportunities and incentives to maximise the use of project sites and provision of leisure facilities.
