RULES OF COMPETITION

 

About the Hong Kong Flower Show

The Hong Kong Flower Show 2023 (the Show) organised by the Leisure and Cultural Services Department will be held in Victoria Park for ten days between 10 March and 19 March 2023. The opening hours of the Show are from 9:00 am to 9:00 pm. The Show this year takes as its theme “Bliss in Bloom”, featuring the gorgeously and uniquely grown Hydrangea as its theme flower.

 

Method of Entry

1. The Plant Exhibit Competition comprises 15 sections. No entry fee is required.
2. The number of places in each section is limited. In the event of over-subscription, places will be determined on a first-come-first-served basis.
3. Entrants must enrol on or before 10 February 2023 (Fri)

Rules of Competition
  1. All entries must be submitted under the sections as appropriate in light of their themes. The Show Committee (the Committee) reserves the right to reassign the entries to their appropriate sections without prior notification to entrants.
  2. Entrants are only allowed to enter one exhibit in each class unless otherwise stated.
  3. Exhibits with living creatures will not be accepted.
  4. Entrants are not allowed to act as judges in the sections which they have entered.
  5. All entries should be delivered to the showground at any time from 9:00am to 9:00pm on 7 March 2023 (Tue).
  6. Late entries will not be accepted.
  7. Size of pots for exhibits of Sections III-VII: the diameter or the longest side of a pot or a pan means the internal measurement taken as near its top as possible.
  8. Failure to comply with this rule will lead to disqualification.

Notes
  1. Except with the prior approval of the Committee, all exhibits must be bona fide property of the entrants and must be put on display throughout the entire show period (7-19 March 2023).
  2. Entrants must ensure that their exhibits remain in a good condition during the show period. Should any exhibit wither to a state that is no longer suitable for display, the Committee reserves the right to remove it from the display bench. The entrant can retrieve his/her exhibit on the dates specified in paragraph 10 below.
  3. Participants of Sections V and VII are advised not to use heavy pots and bases, such as marble bases. If the Committee is of the view that the pots or bases are too heavy for display tables, it reserves the right to request the participants to adopt the lighter ones.
  4. The Committee reserves the right to refuse or withdraw any entry without any explanation.
  5. Entrants may be disqualified for infringement of any rules and regulations.
  6. The Committee will not be liable for any loss or damage caused to any exhibits, competition material or accessories* due to accident or other reasons.
  7. Awarding of prizes are at the absolute discretion of the judges.
  8. Please note the following ordinances related to plants:
    (a) Under the Protection of Endangered Species of Animals and Plants Ordinance (Cap. 586 of the Laws of Hong Kong), the import, export, re-export or possession of specimens of an Appendix I plant species (e.g. slipper orchids) or live specimens of wild origin of an Appendix II plant species, requires a licence issued in advance by the Agriculture, Fisheries and Conservation Department. The import, export or re-export of artificially propagated live specimens of an Appendix II plant species is also subject to the production of a valid CITES# export permit or a Phytosanitary Certificate (only for certificates issued by designated places with endorsement to serve as a CITES export permit) and inspection by an authorized officer upon landing or before export/re-export from Hong Kong.
    (#CITES=Convention on International Trade in Endangered Species of Wild Fauna and Flora)
    (b) As stipulated in the Plant (Importation and Pest Control) Ordinance (Cap. 207 of the Laws of Hong Kong), a Plant Import Licence issued by the Agriculture, Fisheries and Conservation Department and a valid Phytosanitary Certificate issued by an authorized officer of the Plant Protection Services of the exporting country are required for import of plants into Hong Kong. However, plants produced in and imported from any place in China outside Hong Kong are exempted from the licensing control of Cap. 207.
    Note: If exhibit is a plant of the above-mentioned 8 (a) or (b), entrant must attach copy of the required licence or certificate together with the application form for record.
    (c) Under the Forests and Countryside Ordinance (Cap. 96 of the Laws of Hong Kong), damaging any plants in any forest or plantation on government land without lawful authority or excuse is prohibited. Some rare and attractive plants are specifically listed in the Forestry Regulations to control their sale or possession.
    (d) Under the Genetically Modified Organisms (Control of Release) Ordinance (the Ordinance), Cap. 607 of the Laws of Hong Kong, any person who knowingly cultivates seeds (e.g. seeds of pest-resistant GM maize), cut flowers (e.g. violet or blue GM carnation and violet or blue GM rose) or plants (e.g. GM petunia) of unapproved GM plants, or knowingly imports the GM plants or their seeds intended for cultivations in a field or into the open environment, commits an offense. An offender shall be liable upon conviction to a fine of HK$100,000 and to imprisonment for one year.
  9. Each entrant will be given a badge for free admission to the showground for the purposes of putting up, maintaining and retrieving his/her exhibit(s). The above arrangement is not applicable on the Judging Day (i.e. from 9:00am to 5:00pm on 8 March 2023 (Wed)). During the show period, free admission to the showground will be limited to the time specified below:
    (a) 9:00am to 9:00pm on weekdays
    (b) 5:00pm to 9:00pm on Saturdays and Sundays
  10. Entrants can retrieve their exhibits in the following periods:

    Exhibits not claimed after the above periods will be disposed of by the Committee. The Committee will not accept the responsibility for any loss or damage incurred.

  11. The Committee reserves the sole and absolute right to interpret these rules, regulations and conditions; and to settle finally and determine all matters arising out of the Show. The decision of the Committee will be final.
  12. A prize will be awarded to the best exhibit in each section. Certificates will be awarded to the winners of each class.
  13. Results will be announced in the LCSD website: https://www.hkflowershow.hk
  14. The Committee will implement relevant measures to fight against the pandemic based on the Government’s latest Covid prevention requirements. All entrants must comply with various disease prevention measures put in place by the Committee when entering the venue. The Plant Exhibit Competition may be cancelled owing to the pandemic situation. (Please refer to the Attachment)

 

The Plant Exhibit Competition (Flower Arrangement) (Section VIII to Section X)

Plant Exhibit Competition (Flower Arrangement) includes Section VIII "Floral Arrangement in Western Style", Section IX "Floral Arrangement in Oriental Manner" and Section X Jockey Club School section "Floral Art by School Children". Each section has different themes, requirements and quotas.

Section VIII "Floral Arrangement in Western Style" and Section IX "Floral Arrangement in Oriental Manner"

  • Entrants are allowed to enter one class in each of Section VIII "Floral Arrangement in Western Style" and Section IX "Floral Arrangement in Oriental Manner" and submit no more than one exhibit for each class.
  • Places in each class is limited. Please state your priorities in the Entry Form (please provide both class no. and theme). The Show Committee will allocate the places on a first-come-first-served basis. In the event of over-subscription, the Show Committee will allocate any remaining places in other classes to entrants according to their preference if they miss out on their most preferred choice.
  • All components must be prepared by the entrants.

Rules of Competition
  1. Entrants are required to arrange their exhibits at the showground from 10:00am to 6:00pm on 7 March 2023 (Tue). Late exhibits are not accepted.
  2. Entrants of all sections need to comply with the following rules:
    (a) An exhibit must be composed of natural plant material*. No artificial flowers, leaves or other plants are allowed. All components must be provided by the entrants themselves.
    (b) Exhibits with living creatures will not be accepted.
    (c) The cut ends of all living plant material* must be placed in water or water retaining material with the exception of strong fibrous stems which will remain turgid throughout the show period.
    (d) The exhibit must be within the dimension specified and be confined within the designated space by the Show Committee (the Committee). All measurements are approximate.
    (e) Entrants must comply with any specific requirements of a class.
    (f) Nothing may be attached to the background of the staging.
    (g) No pre-arranged or semi-finished exhibit will be allowed.
    (h) Entrants shall arrange their exhibits in the staging area designated by the Committee. Entrants and authorised persons may enter the competition area during staging time. Entrants of other sections and non-entrants are not allowed to enter the area in question, except for those with prior approval from the Committee. Only those authorised by the Committee are allowed to enter the area during panel assessment. As for the "Floral Art by School Children" Section, each entrant is allowed to arrange one exhibit only, and teachers and parents will be denied entry to the competition area.
    (i) Entrants are not allowed to receive guidance from others during the competition.
    (j) Entrants must bring their own tools. Sharing of equipment, tools or material is not allowed.
    (k) Accessories* are used to emphasize the theme, add colors or create a mood.
    (l) Entrants must pay attention to the kind of plant material* allowed.
    (m) All exhibits to be staged on tabling provided (780mm from floor level unless otherwise specified). Tabling and background colour is light greyish blue or light yellow.
    (n) During the competition, entrants are not allowed to arrange their exhibits according to prepared layouts or photographs.
    (o) Entrants are not allowed to act as judges in the sections which they have entered.
    (p) Entrants must remove all the excess material on the display table before 6pm on 7 March 2023 (Tue).
    (q) Decision of judges is final.
  3. Please pay attention to the following penalties:
    (a) Failure to comply with any of the requirements set out in items 2(a) to (g) above will lead to disqualification.
    (b) Marks will generally be deducted for failure to comply with any of the requirements set up in items 2(h) to (j) above. A serious breach will lead to disqualification.

Notes
  1. Except with the prior approval of the Committee, all exhibits of Section VIII "Floral Arrangement in Western Style", Section IX "Floral Arrangement in Oriental Manner" and Section X Jockey Club School "Floral Art by School Children" must be put on display throughout the show period from 10am on 7 March 2023 to 9pm on 13 March 2023. Exhibits must be bona fide property of the entrants both at the time of entry and during the Show.
  2. Entrants must ensure that their exhibits remain in a good condition during the show period. Should any exhibit wither to a state that is no longer suitable for display, the Committee reserves the right to remove it from the display bench. The entrant can retrieve his/her exhibit on the dates specified in paragraph 9 below.
  3. The Committee reserves the right to refuse or withdraw any entry without any explanation.
  4. Entrants may be disqualified for infringement of any rules and regulations.
  5. The Committee will not be liable for any loss or damage caused to any exhibits, competition material or accessories* due to accident or other reasons.
  6. Awarding of prizes are at the absolute discretion of the judges.
  7. Please note the following ordinances related to plants:
    (a) Under the Protection of Endangered Species of Animals and Plants Ordinance (Cap. 586 of the Laws of Hong Kong), the import, export, re-export or possession of specimens of an Appendix I plant species (e.g. slipper orchids) or live specimens of wild origin of an Appendix II plant species, requires a licence issued in advance by the Agriculture, Fisheries and Conservation Department. The import, export or re-export of artificially propagated live specimens of an Appendix II plant species is also subject to the production of a valid CITES# export permit or a Phytosanitary Certificate (only for certificates issued by designated places with endorsement to serve as a CITES export permit) and inspection by an authorized officer upon landing or before export/re-export from Hong Kong.
    (#CITES is referring to Convention on International Trade in Endangered Species of Wild Fauna and Flora)
    (b) As stipulated in the Plant (Importation and Pest Control) Ordinance (Cap. 207 of the Laws of Hong Kong), a Plant Import Licence issued by the Agriculture, Fisheries and Conservation Department and a valid Phytosanitary Certificate issued by an authorized officer of the Plant Protection Services of the exporting country are required for import of plants into Hong Kong. However, plants produced in and imported from any place in China outside Hong Kong are exempted from the licensing control of Cap. 207.
    Note: If exhibit is a plant of the above-mentioned 7 (a) or (b), entrant must attach copy of the required licence or certificate together with the application form for record.
    (c) Under the Forests and Countryside Ordinance (Cap. 96 of the Laws of Hong Kong), damaging any plants in any forest or plantation on government land without lawful authority or excuse is prohibited. Some rare and attractive plants are specifically listed in the Forestry Regulations to control their sale or possession.
    (d) Under the Genetically Modified Organisms (Control of Release) Ordinance (the Ordinance), Cap. 607 of the Laws of Hong Kong, any person who knowingly cultivates seeds (e.g. seeds of pest-resistant GM maize), cut flowers (e.g. violet or blue GM carnation and violet or blue GM rose) or plants (e.g. GM petunia) of unapproved GM plants, or knowingly imports the GM plants or their seeds intended for cultivations in a field or into the open environment, commits an offense. An offender shall be liable upon conviction to a fine of HK$100,000 and to imprisonment for one year.
  8. Each entrant will be given a badge for free admission to the showground for the purposes of putting up, maintaining and retrieving his/her exhibit(s). The above arrangement is not applicable on the Judging Day (i.e. from 9:00am to 5:00pm on 8 March 2023 (Wed)). During the show period, free admission to the showground will be limited to the time specified below:
    (a) 9:00am to 9:00pm on weekdays
    (b) 5:00pm to 9:00pm on Saturdays and Sundays
  9. Entrants are required to retrieve their exhibits from 9:00am to 12:00noon on 14 March 2023 (Tue).
    (a) Exhibits not claimed after the above period will be put in plastic bags. Entrants can retrieve their exhibits at the marquee at the Central Lawn, Victoria Park (adjacent to the Floral Marquee) during the show period between 12:00noon on 14 March 2023 (Tue) and 16 March 2023 (Thu).
    (b) Exhibits not claimed after the above periods will be disposed of by the Committee. The Committee will not accept the responsibility for any loss or damage incurred.
  10. The Committee reserves the sole and absolute right to interpret these rules, regulations and conditions; and to settle finally and determine all matters arising out of the Show. The decision of the Committee will be final.
  11. A prize will be awarded to the best exhibit in each section. Certificates will be awarded to the winners of each class.
  12. Results will be announced in the LCSD website: https://www.hkflowershow.hk
  13. The Committee will implement relevant measures to fight against the pandemic based on the Government’s latest COVID prevention requirements. All entrants must comply with various disease prevention measures put in place by the Committee when entering the venue. The Plant Exhibit Competition may be cancelled owing to the pandemic situation. (Please refer to the Attachment)

 

Jockey Club School Section Plant Exhibit Competition (School Potted Plant Growing/Nursing and Garden Plot) (Section XI to XIII)

The Jockey Club School Section Plant Exhibit Competition (School Potted Plant Growing/Nursing and Garden Plot) includes Section XI "Primary School Potted Plant Growing/Nursing Competition", Section XII "Secondary School Potted Plant Growing/Nursing Competition" and Section XIII "School Garden Plot Competition". Each section has different themes, requirements and quotas.

  • For all the schools participating in the Section XI ‘Primary School Potted Plant Growing/Nursing Competition’ and the Section XII ‘Secondary School Potted Plant Growing/Nursing Competition’, the number of entries from each participating school is limited to three per class. Irrespective of the number of entries, each school is regarded as one entrant.
  • The entrants for the Section XIII "School Garden Plot Competition" are primary schools only. If the number of entrants is less than five, this Competition will be cancelled.

Rules of the Competition
1. All entries must be submitted under the sections as appropriate in light of their themes. The Show Committee (the Committee) reserves the right to reassign the entries to their appropriate sections without prior notification to entrants.
2. "School Potted Plant Growing/Nursing Competition"
  • Entries must be submitted by schools only.
  • Participating schools may send in their exhibits to the following collection centres from 9:00am to 6:00pm on 6 March 2023 (Mon):
    (a) Boundary Street Nursery
    (b) Shatin Sports Ground
    (c) Kwai Chung Sports Ground
    (d) Tuen Mun Tang Shiu Kin Sports Ground
    or to be delivered to the showground from 9:00am to 9:00pm on 7 March 2023 (Tue)
  • All planting work must be done by the students themselves
  • The number of entries from each participating school is limited to three per class. Irrespective of the number of entries, each school is regarded as one entrant
  • The diameter of the pot of all the entries should not exceed 300 mm (except for ferns)
3. "School Garden Plot Competition"
  • Only primary schools are eligible to enter this Competition and entries must be submitted by schools
  • The area of each school garden plot is 2m x 3m
  • All the flowers, containers and accessories* are to be provided by the entrants themselves.
  • Artificial flowers and leaves are not allowed
  • Participating schools are required to construct their garden plots at the showground within the time specified as follows:

Definition of Terms
(A) Accessory
  • Anything other than natural plant material in an exhibit.
  • Electronic devices and chargers are not allowed to be used as accessories.
  • Plant material in its natural form can never be an accessory, therefore any number of placements of plant material can be used in an exhibit when accessories are prohibited.
  • Plant material which has been tooled or crafted to resemble non-plant forms, e.g. a bird's nest, a corn dolly, a wooden figurine, is an accessory.
  • Backgrounds, bases, drapes, title cards and containers holding plant material are not accessories and may always be used unless prohibited by the Committee.
(B) Plant Material
1. Natural Plant Material
  • Natural plant material is any vegetable matter.
  • It includes fresh, dried, garden, wild foliage, fruit, fungi, vegetables and seaweed.
    Note: It is acceptable to enhance plant material by the application of oil, milk, wax or other similar products.
2. Additional Coloured Plant Material
  • Any natural plant material in which the colour or texture is altered by bleach, dye, glitter, paint, varnish etc. may be used unless specifically forbidden by the show schedule.
3. Types of Natural Plant Material
i Fresh plant material
  • Living plants or material cut from living plants.
  • Living plants and cut stem ends must be exhibited in water or water-retaining material. Failure to do this will result in disqualification.
  • Exceptions: Air plants, cacti, fruits, fungi, grass turf, lichen, moss, succulents, vegetables and long-lasting plant material, which will remain turgid for the duration of the Show.
    Note: Lichen and moss, fresh or dried are acceptable in any exhibit.
ii Dried Plant Material
  • Any dried, preserved, bleached, skeletonised, or made-up plant material including basket cane, raffia, seed pods, sisal and spathes.
    Note: Lichen and moss, fresh or dried are acceptable in any exhibit.
iii Driftwood
  • Any bark, branch, wood or root in a dry condition excluding seedpods and spathes.
iv Garden Plant Material
  • Plant material that can be cultivated out of doors.
v Wild Plant Material
  • Plant material that grows uncultivated out of doors.
4. Natural Plant Material is further defined as follows:
i Flower/Bloom
  • A single stem supporting one or more flowers.
    Note: Bracts, catkins, cereals, heads of grass, reedmace, reeds, rushes and sedges at any stage of their development may be used as flowers.
ii Foliage
  • Leaves of any plant.
  • Unopened buds not showing petal colour are acceptable
  • Flowerless bracts of any plant are acceptable as foliage, but should not predominate in exhibits required to feature foliage.
iii Bracts
  • Flower-like bracts or sepals such as anthurium, ballota, clary, euphorbia, hellebore, hydrangea, molucella, poinsettia are acceptable as flowers and/or foliage.
iv Fruit
  • Berries, cones, fruit, fungi, nuts, seed-heads and vegetables.
    Note: Catkins, cereals, heads of grass, reedmace, reeds, rushes and sedges at any stage of their development may be used as fruit.
5. Artificial Plant Material
  • Artificial plant material is realistic or fantasy plant-forms, made wholly or partly from non-plant material. This includes fabric, glass, metal, plastic, plaster, polyester, ribbon, shells, silk, sugar wax etc. which is used as a substitute for natural plant material in an exhibit.
  • ARTIFICIAL PLANT MATERIAL IS NOT ALLOWED.
  • Individual pieces of artificial plant material are not allowed for use as accessories.
  • Artificial plant material or artificial plant forms that are an integral part of a container, base, background or accessory are allowed.
6. Artificial grass turf is not allowed for any purpose (including bases)

The Chinese translation of information relating to “accessory” in (A) and “plant material” in (B) above is for reference only. In case of dispute, the English version shall prevail.
