Boast home to the largest spinning and dyeing factories in the territory, Tsuen Wan thrived as the centre of textile industry in Hong Kong during 1950s. As part of the satellite city programme initiated by the government in early 1960s, Tsuen Wan was developed into the first new town in the New Territories, and its population soared to 600 000 in about a decade. In view of rapid population growth and increasing demands, the government decided in mid 1970s to build a multi-purpose cultural facility in Tsuen Wan to serve the community.
