To keep abreast of the world's development in the arts and to foster exchanges with international counterparts, arts managers of the department were sent to international conferences and festivals year-round. Conferences and festivals attended in 2002 included:

At the 4th China Shanghai International Arts Festival and Performing Arts Fair, Ms Cynthia Liu, Chief Manager (Arts Organisations, Festivals and Entertainment), delivered a speech entitled Developing Thematic Festivals in the International Forum on Arts Festivals and Performing Arts Market. She introduced to some 300 participating overseas and Mainland arts practitioners the objectives and organisation of the summer and autumn thematic festivals in Hong Kong, namely the International Arts Carnival, Legends of China Festival and New Vision Arts Festival.*

Around 1,000 delegates of non-governmental organisations and government agencies from 80 countries and regions attended the biennial World Volunteer Conference held in Seoul in November 2002. Mr Esmond Chan, Manager (Community Audience Building) and representatives of the Agency for Volunteer Service presented the collaboration project Cultural Services Volunteers Scheme in a workshop during the Conference. The workshop attracted some 40 participants from South Korea, Japan, Malaysia, Guangzhou, Beijing, Taiwan and the Netherlands.
