Artisan(Beach/Swimming Pool)

Salary: The pay scale of Artisan (Beach/Swimming Pool) is from Master Pay Scale Point 5 ($19,535 per month) to Master Pay Scale Point 8 ($23,585 per month).

Entry Requirements:
Candidates should have -
(a) completed Primary 6 education, or equivalent;
(b) visual acuity of 6/60;
(c) a valid Beach Lifeguard Award and Pool Lifeguard Award from the Hong Kong Life Saving Society;
(d) a valid First Aid Certificate of the St. John Ambulance Association, Hong Kong Red Cross, or Auxiliary Medical Service;
(e) attained a level of proficiency in Chinese and English Languages equivalent to Primary 6 standard; 
(f) passed a trade test; and
(g) a pass result in the Basic Law and National Security Law Test.

[Notes: 
(i)Preference may be given to candidates who possessed lifesaving work experience at public beaches, swimming pools or water sports centres of the Leisure and Cultural Services Department.
(ii)The Hong Kong Life Saving Society (HKLSS) was renamed as the Hong Kong China Life Saving Society with effect from October 2023.  As advised by the HKLSS, the name of “The Hong Kong Life Saving Society” on all lifesaving certificates will be valid and remain unchanged until further notice.
(iii)Candidates without supporting documents of the Chinese and English Languages proficiency of (e) above may also apply but they will be required to pass the assessments of Chinese and English languages proficiency during the selection interview.
(iv)The Beach Lifeguard Award and Pool Lifeguard Award should be obtained or reassessed by the HKLSS within the preceding three years at the date of appointment.
(v)Exceptionally, candidates with only the Beach Lifeguard Award and Pool Lifeguard Award from the HKLSS but without First Aid Certificate may be appointed subject to their obtaining a valid First Aid Certificate at own cost within 3 months from the date of appointment, failing which their service may be terminated.  In exceptional cases, the specified period may be extended to allow the staff to attend the examinations leading to the required qualifications. 
(vi)All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law.  A pass result in the Basic Law and National Security Law Test (BLNST) is an entry requirement for all civil service jobs.  Only those candidates who have passed the BLNST will be considered for appointment. For candidates who have not taken the BLNST or have not attained a pass result in the BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.]

Duties:
An Artisan (Beach/Swimming Pool) is mainly deployed on -
(a) performing lifesaving duties;
(b) performing first aid duties;
(c) assisting in law enforcement and maintenance of order; 
(d) assisting in cleansing work; and
(e) performing winter work duties.
[Notes: Successful candidates should note that they are -
(i)required to work 45 hours net per week (excluding meal breaks) and they may be required to perform shift duties and work irregular hours;
(ii)subject to posting and transfer, and required to work in remote areas (including outlying islands) at the discretion of the Head of Grade/Department;
(iii)required to undergo in-service training and periodic reassessment of lifesaving and first aid skills; 
(iv)required to wear uniform; and 
(v)required to wear plastic corrective lens and goggles with appropriate prescription while on duty unless candidates have unaided good eyesight for lifesaving duties.]

Terms of Appointment:
A successful candidate will be appointed on civil service probationary terms for three years.  Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.

The completed application form together with copies of i)valid Beach Lifeguard Award, ii)valid Pool Lifeguard Award, iii)valid First Aid Certificate and iv)transcripts/certificates of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority should be forwarded in person or by post to the Appointments and Establishment Unit, Leisure Services Branch Support Section, 7/F, Leisure and Cultural Services Headquarters, 1 Pai Tau Street, Sha Tin, N. T., Hong Kong not later than 24 October 2024 (before 5:30p.m. for applications submitted in person). Please specify clearly “Application for the post of Artisan(Beach/Swimming Pool)” on the envelope. The postmark date on the envelope will be regarded as the date of application. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting.  Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate.  Applicants will bear any consequences arising from paying insufficient postage. Applications which are incomplete, late, submitted by fax or email, not duly signed by the applicants, or not made in the prescribed form will not be processed.
 
Candidates who hold academic qualifications obtained from Hong Kong institutions/ Hong Kong Examinations and Assessment Authority are not required to submit photocopies of the official transcripts and certificates at this stage of application.
 
Candidates who apply online should submit copies of i)valid Beach Lifeguard Award, ii)valid Pool Lifeguard Award, iii)valid First Aid Certificate and iv)transcripts/certificates of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority in person or by post to the enquiry address within one week after the close of application period, and quote the online application number on the envelope and the copies of supporting documents.  If candidates who apply online fail to provide supporting documents as requested, their applications will not be considered.
 
All candidates who are invited for selection interview and trade tests will be required to produce the original copies of i)valid Beach Lifeguard Award, ii)valid Pool Lifeguard Award, iii)valid First Aid Certificate and iv)the official transcripts and certificates of local/ non-local academic qualifications for verification, as well as photocopies for record purposes (applicable to those of which photocopies are not required when applications are submitted).  The application will be deemed unsuccessful if any applicant fails to produce the original copies of the required documents for verification.
[Notes: 
(i)Candidates should state clearly in their applications details of the qualifications in lifesaving and first aid and working experience;
(ii)Candidates should also state clearly in their applications full record of academic attainments and employment as shortlisting criteria may be applied for selecting qualified candidates to selection interview and trade test;
(iii)If an applicant concurrently applies for both the Artisan(Beach/Swimming Pool) and Artisan(Lifeguard at Water Sports Centre) posts, the trade tests of the posts concerned will be jointly conducted, i.e. qualified applicants after initial vetting will be invited to attend only one common trade test, but separate selection interviews for the posts concerned; and
(iv)Candidates working in the Leisure and Cultural Services Department should state clearly in the applications their present rank and posting.] 
 
Candidates who are selected for selection interview and trade tests will normally receive an invitation (by email or by post) in about four to ten weeks from the closing date of applications. This period may be longer in exceptional circumstances or when a large number of applications are received. Those who are not invited for selection interview and trade tests may assume that their applications are unsuccessful.

General Notes:
