Salary: The pay scale of Artisan (Lifeguard at Water Sports Centre) is from Master Pay Scale Point 5 (HK$19,535 per month) to Master Pay Scale Point 8 (HK$23,585 per month).
Entry Requirements:
Candidates should have -
(a) completed Primary 6 education, or equivalent;
(b) visual acuity of 6/60;
(c) a valid Beach Lifeguard Award from the Hong Kong Life Saving Society;
(d) a valid First Aid Certificate from the St. John Ambulance Association, Hong Kong Red Cross or Auxiliary Medical Service;
(e) (i)a valid Local Certificate of Competency as Coxswain Grade 3 Certificate or above and valid Local Certificate of Competency as Engine Operator Grade 3 Certificate or above; or (ii)a valid Local Certificate of Competency for Government Vessels; or (iii)a valid local Pleasure Vessel Operator Grade 2 Certificate of Competency or above or equivalent;
(f) attained a level of proficiency in Chinese and English Languages equivalent to Primary 6 standard; and
(g) a pass result in the Basic Law and National Security Law Test.
[Notes:
(i)Preference may be given to candidates who possessed lifesaving work experience at public beaches, swimming pools or water sports centres of the Leisure and Cultural Services Department.
(ii)Candidates will be required to pass a trade test.
(iii)The Hong Kong Life Saving Society (HKLSS) was renamed as the Hong Kong China Life Saving Society with effect from October 2023. As advised by the HKLSS, the name of “The Hong Kong Life Saving Society” on all lifesaving certificates will be valid and remain unchanged until further notice.
(iv)Candidates without supporting documents of the Chinese and English Languages proficiency of (f) above may also apply but they will be required to pass the assessments of Chinese and English Languages proficiency during the selection interview.
(v)The Beach Lifeguard Award should be obtained or reassessed by the HKLSS within the preceding three years at the date of appointment.
(vi)Exceptionally, candidates without First Aid Certificate from the St. John Ambulance Association / Hong Kong Red Cross / Auxiliary Medical Service may be appointed subject to their obtaining a valid First Aid Certificate at their own cost within three months from the date of appointment, failing which their service may be terminated. In exceptional cases, the period specified above may be extended to allow the staff to attend the examinations leading to the required qualifications.
(vii)All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the Basic Law and National Security Law Test (BLNST) is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment. For candidates who have not taken the BLNST or have not attained a pass result in the BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.]
Duties:
An Artisan (Lifeguard at Water Sports Centre) is mainly deployed on -
(a) performing lifesaving and first aid duties;
(b) assisting in law enforcement and maintenance of order;
(c) patrolling water sports activities areas on rescue boat and watching participants carrying out water sport activities;
(d) directing participants in getting in and out of crafts and towing / launching the crafts into water and taking them out of water and back to the water sports centre;
(e) assisting in issuing and collection of water sports equipment / gears and assuring that they are in good condition before and after use;
(f) cleansing, minor repairs and maintenance of the water sports equipment;
(g) assisting in cleansing work; and
(h) winter work duties.
[Notes: Successful candidates should note that they -
(i)are subject to posting and transfer and required to work in remote areas (including outlying islands) at the discretion of the Head of Grade / Department;
(ii)required to work 45 hours net per week (excluding meal breaks);
(iii)are required to undergo in-service training and periodic assessment of lifesaving and first aid skills;
(iv)are required to wear uniform;
(v)are required to wear plastic corrective lens and goggles with appropriate prescription while on duty unless appointees have unaided good eyesight for lifesaving duties; and
(vi)may be required to perform shift duties and work irregular hours.]
Terms of Appointment:
A successful candidate will be appointed on civil service probationary terms for three years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.
