To promote local football development, the Leisure and Cultural Services Department has provided venues for the First Division teams of the Hong Kong Football Association to use as their home venues for the First Division League matches since the 2009–10 football season. In 2014–15 football season, the First Division League evolved into Hong Kong Premier League. For the purpose of maintaining the quality of the turf, the number of sessions available for hiring by individuals or organisations is 28 sessions per month for venues holding for Hong Kong Premier League and 40 sessions for stand-by venues. The available sessions may be adjusted by the venue management according to the condition of the turf.
